A lot of us can push that regularly @1080p. It's not really a pipe dream for everyone.

Why max settings AND 144Hz?

When playing competitively, you must disable shadows, reflections, etc., that allows you to see your enemies better, and you don't have time to look at the details in the clouds anyway.

When playing beautiful visual quality games, 144Hz is not needed really. But you should get 120FPS+ in most games even with high settings. That's enough for the next 3 years.

Nothing is future-proof. Buy the fastest you can afford for the games you run today, use it as long as you can, and upgrade when it's no longer sufficient.

You want 100+ Hz refresh for a new 2560x1440 gaming monitor, but you also want it to have Freesync with LFC. https://www.amd.com/en/products/freesync-monitors
Then, if your graphics card can't quite keep up at the monitor's maximum refresh, the variable refresh rate will ensure that you still have tear-free gaming at whatever rate your card can manage. Any new monitor or TV with the "Freesync Premium" badge has at least 120+ Hz maximum refresh and supports LFC.

P.S.: Holding out for Navi 2x and Ampere at the end of the year sounds great (and that's my plan), but if you need a new gaming card now, buy it and enjoy gaming now.

If you play to win, no, if you want to enjoy the visuals, yes.

You can find many tutorials online with advice with how to change the game settings for competition or for the best tradeoff between visual quality and framerate. Some settings cost a lot of performance and have little visual impact, while others are the opposite.
For instance, I myself started playing Fortnite with EPIC settings, and the card was screaming to get me more than 144FPS while many times I was struggling to see my enemies first. Now, after seeing a good online tutorial, I hover over 160FPS all the time and my card is completely silent (limited at 120W).
If you want a monitor, try the hardware unboxed youtube channel, they have great advice for budget high refresh gaming monitors.
