I have an ASRock X570 Taichi which I bought earlier in its lifecycle pairs with a RyZen 3950X. The Taichi cost about ~$350 USD when released and IMO is a great motherboard. Currently the ASRock X570 Taichi is down to about ~$209 on Newegg. If you can swing the ~$209 I highly recommend it.

Edit:

As for an Air cooler, the Thermalright Peerless Assassin is a decent twin tower cooler that punches above its weight class for about ~$40-ish USD.

The DeepCool AK620 is another high quality / high performance 6 pipe twin tower air cooler at an insanely low price too (depending on color oddly enough because you’ll likely have to pay more for specific colors).

The newer revision 1.06 of X570 Taichi has the rotated internal USBC port so it clears with longer GPU's.
