I've been running my 6700k system on stock clocks with EK Full Nickel water block + 360mm radiator and 3x 2100 RPM fans + MCP655 pump. Still temp. are unusually high considering its on water and clocks are stock.
Have a look at AIDA64 FPU stress. It reaches to 85C in just 10 seconds after FPU test started! I had just cleaned and flushed whole system few days ago, applied new TIM over CPU as well. I just read review of "be quiet! Dark Rock Pro" on TPU and found that even some air cooler performs better than my water setup. What can be wrong here?

Max core package temp of 85c, AVG of 63c. Not the coolest , but not bad. Try TIM replace, or speeding pump up? Are your Radiator fans bringing outside air in over the rad & not vice versa? Also , be sure to have proper exhaust fans , removing the air the rad is heating up. The 7xxx intels arent known for being super cool runners either.

Id expect much lower temps at those multipliers and fan speeds ... what's the voltage ? However, unless the PC wa sbuild sole;y to perform stress tests and benchmarks, I'd suggest testing with real world utilities such as RoG real Bench or just H264. Im in the mid high 50s at stock speeds with 5 x 140 fans and two almost 300 watt GFX cards and MoBo blobk in the loop.

1. What is pump speed ?

2. Are those actual fan rpms or max ?

3. You have all fans installed correctly ? ... blowing fresh cool air inside the case ? Using rad fans as top exhaust often results in negative case pressure sucking in hot air exhaust from GFX cards and PSU right back into the case thru rear case grilles.

You're missing the most critical piece of info, what your board/cpu are ramping up your cpu's vcore to under load. Make sure you're on the latest BIOS as well.

As I mentioned, system was cleaned and TIM was also replaced just few days ago as my QDC fittings arrived that time, I had cleaned radiator fins and fans. Currently radiator stays under top panel on my HAF-X case, fans are taking out air from inside the case to top of the case. I tried removing side panel before performing this test and as my GPU is also on water, there isn't much hot air inside case.

It runs on default voltage, nothing is tweaked in motherboard bios so I guess VID shouldn't be a problem. I will try real world tests as You suggest, but I performed FPU test so that I can compare my result with TPU posted cooler reviews.

1. Pump speed is set to max. 5 setting on my MCP-655 vario. so the flow is at its highest rate.
2. 2100 is max RPM of my fans, during this test, i set them at max with my fan controller.
3. Fans taking air from inside case and blows out over the top of the case through radiator.

Something not quite right there, my 6700k is a very average piece of silicon, running it at 4.5Gig at 1.32V in prime 95 only takes her to 70C and all I have is a half decent 240mm AIO and that's with a non aggressive fan profile. Suggestions are good here though, I would always start by re-applying TIM and reseating block.

Here is another test, with VID and some more info.
Motherboard is ASUS B250M Prime-K with latest bios.

Also, fogot to mention, I have 1080Ti Strix on water, which goes to only 56C max at 2000MHz OC. So I guess radiator is doing fine here.

Have you physically verified your flow rate is working on pump? ie..Can you see a difference in flow rate in your reservoir? Are you using mixed tubing sizes?

After you flushed the radiator..did you ensure all bubbles where out of the system? Not sure if you have a bleeder valve or if done at reservoir..but it might be a good idea to run pump off cpu block and flip it upside down and different directions to make sure no air in block or radiator.

I realize you said you cleaned the case and replaced the thermal paste, but in my experience human error is the cause of issues like this almost 10 out of 10 times

Anyway, IMO
This is the problem. Radiator should be mounted with the fans pulling fresh outside air ,in over the radiator ,not warmer interior air out over the radiator. You never wanna exhaust interior air over your radiator as a means to cool both a GPU and CPU in the water loop. In the current setup,The coolest you could hope to get the loop is the ambient temperature inside your case ,which Is gonna be warmer than the ambient outside the case

notice in the image, the cool outside air (Blue arrows) , and the warm inside air (red arrows) depicts how (ideally) the rad/fan setup should go.
this is my PC, and the way i setup my H2O cooling everytime, if the case permits. I usually put the rad in the front as an intake (becasue cases often come with the finest air filter behind the front bezel). Then i usually exhaust out the rear top, and the rear (above the i/o panel) (*another fan goes at the top, but wasnt installed in this image)
(*& i know the water block is upside down, it had to be in this setup)

My 6700K stock.
I do have my PA140.3 external to the chassis.
Your VID seems high for the clocks, and your minimum temps seem a bit high.
However, my CPU has been de-lidded and Conductonaut applied to the core.

Okey, i made some changes in BIOS and temp. improved a lot. It was LoadLine Calibration causing CPU to draw more power at same voltage! Changed it a lowest setting. Also adjusted voltage to 1.2v in bios but no effect in load voltage, as LLC cant be completely disabled on this board. However at same load voltage temp. has improved a lot! Here is temp. result.

temptest.JPG

Also, I tried lowering voltage using Intel Extreme Tuning utility, and managed to get load voltage to 1.16 but it didn't make any diff in load temp. so I left it at default again.

Nice temps. However my ambient is 35c ( outside 40c ) so my idle temp are high. Also, I noticed Your "Core Package Power" is 41.5W at load, how come its so low? Mine is 86W as You can see in screenshot. I guess something is wrong there.

It was ~68°F inside (20°C),~45°F outside (7°C), when I ran the test.

Not sure about the CPU package power, both AIDA64 and HWiNFO report the same value, although, SIV reports 53 to 56 W.

Overclocked.

Ambient temperature ~ 76°F (24.4°C).

Notice VCore, center column, near bottom.

What is your VCore?

Ehm... not sure if I read your post right but what I am seeing in this pic is a rear intake that completely counters the direction of your arrows.

Je suis puzzled
