My card is HIS 7970 IceQX2 (non Ghz).

1.After try many BIOS , I cannot break 1150Mhz on core regardless of how many voltage (@ 1150Mhz stable voltage is 1.263V) actually it can go to 1220Mhz with 1.32V but not stable (lot of glitch , snow dot , chess table etc). Is this limit because chip cannot go further ?

2.What is safe 24/7 memory voltage for GDDR5 , currently 1730Mhz with 1.65V is this all right ?

What's your ASIC quality? Open GPU-Z, right click on the title bar, Read ASIC quality.

Not every graphics card is going to overclock the same. My 7970 barely gets to 1100 on the core, although the memory turned out great (1725).

My ambient temp is 28-33C.
Card temp when play Crysis 3 / 3Dmark11 / Ungine Valley , Heaven never exceed 74C.
For less demanding game it stay under 70C.

its possible that it might be your card's limit, as long as your temps/vrms are fine

What does it mean ?

Your images are taking forever to load, use Image Shack or something. I seem to recall it saying your ASIC was 64, which is low. So yours would apply to where it says...

Lower-------Overclocking (stock/air cooler)

This means your graphics chip leaks current and heat and is likely to be inefficient at overclocking on the stock air cooler, but better at overclocking on a water cooler.

Some see this as a plus if they already have a substantial water cooling loop to tie their GPU into, but for most of us, it's a real bummer. My ASIC on my Sapphire 7970 OC is even lower at 61.5%, so don't feel bad. It's a risk you take when buying late in the model cycle at low prices.

Another thing . I just flash BIOS to R9-280X will it benefit from directx 11.2 or mantle ?

That was a pointless thing to do. The cards aren't 100% identical. Fortunately for you there's the bios switch...

HD7970 will also benefit from DX11.2 and Mantle. That's a matter of software, and HD7xxx family is covered.

Mine is 62% asic quality but does 1230 7200mem on air but I agree with the chart my old 5870 was 62% and did 1050 core easily at 1.28cv with a full block , my 5850 was 73 % and struggled at 1ghz with the same block.
