A-DATA has brought a new level of illumination to the memory market with the XPG SPECTRIX D60G which boasts more RGB LEDs per square millimeter than any other kit on the market. It's shiny, but does it perform?

RGB is always in both results at TPU, it's funny, but quite innocent. Reviewer could also put "It's DDR4" in both positive and negatives!

Personally I would boycott these sort of circus products in a serious reviewing house. Review top quality items, not top hyped.

Any idea what ICs those are?

From the sounds of it they behave a lot like AFR... Good for running XMP and that's about it.
