advice on a very cheap mini itx build

I nee to build a rig that will be very very cheap to make, It must be of mini itx form factor, have inbuilt audio and video expansion slots are not a need but it would be good if the mobo had built in wireless.
i wish to run program thst i cannot mention on here but the requirements are as follows
•Pentium III 600 Mhz or better
•128 Mb. RAM or more
•Fast video card with 16 Mb. Video RAM or more
•Windows 95/98/Me
•DirectX 6.0 (latest version of DirectX recommended

wat im doing is building a rig into an old snes case ive found in our shed. so all advice would be great, also id need a power supply with the box bit on the outside if that makes sense, not your normal standard supply. One that looks like you would plug into you printer with the transformer part outside the case. I have no idea wat there called though. Cheers guys

It is 4-8x faster than a P3-600 (depending on multithread), is much lower power, comes with wi-fi, and comes with (external) power-brick included in the price.

You can buy a cheap Intel Atom board for around 70 euro. Thats mobo including cpu.
Buy 2gb ram for 30 euro.
PiccoPSU 120watt (very small :D)
2.5inch sata harddrive.
