you are going to need to locate the bios chip and then attach the SOC8 test clip to it
make sure you have the clip on the right way

the software for these cheap programers works but can be temperamental to figure out

that video shows the basics

I installed atiflash4.17 on USB and tried the method of booting up from USB, doing atiflash -f -p 0 bios.rom but i get 'Adaptor not found' error. I did atiflash -i to see adaptors and I noticed it says no vbios found for adaptor 0. Adaptor 1 is my other Graphics card.( I have Ryzen 7 2700x that does not have integrated graphics card so I have to use my working 580 to even get to the boot screen.).
Here is the screenshot when I used amdvbflash from cmd

If you're good with soldering, you can try shorting #1 + #8 pins on the BIOS chip, that will force a low reading on the chip.

you'll have to locate the video BIOS chip and short 1-8 pins with a paperclip, or small wire, or by soldering until flashing is complete. The BIOS chip is usually 8-pin and located on the rear, bottom side, tagged as U1-12 on the PCB

just use the test clip and the programer no need to solder

Did you try to flash it with atiflash under DOS? If not, it worth give it a try before purchasing the flasher.
Actually, now , using the power shell under administration mode is the best way, hasn't failed me and I've flashed a Lot of cards a lot of times and back again, for Radeon that is.
To clarify, running a atiflash command directly from a power shell with admin rights, copy the ROM into atiflash, then that folder to C:.
Open a powershell, change active directory to C then use ./Atiflash -p -f -(your required GPU number probably 1 since the first is 0) romname.rom, there's a guide in the GPU section.

where you able to get the programmer to detect the chip and read from it

Yes I was able to read the bios data, flashed the new ROM into it, ch341a programmer read write verify are successful, but when I plug in I get the exact same thing as the attached screenshots above.

does ati flash now correctly report the card as a rx 580 ?
if so try a different bios there is several versions for that card the one you tried may simply be incompatible
the bios db say this SHOULD be the correct bios for that card but double check

the only other suggestion I could give would be to read out the bios image from flash and compare it with a 2d verification tool
I have had to reflash multiple times using these programmers because the test clips often do not provide a good connection

well then sadly the card must have some other problem besides being incorrectly flashed
