According to the TPU GPU database it's pretty impressive. Will anything based on it be coming to the consumer GPU market?

Not expected to see anything launch for the general consumer. There are some device IDs that point to more cards being based on the chip, however.

Arcturus is CDNA, which is a compute oriented architecture. It won't see any type of consumer release (though we might see some form of Radeon Pro with it if the demand is there), as gaming performance is likely to be significantly worse than RDNA per CU/clock speed.
