AMD Catalyst Driver / Windows 8 issue

Hi guys,

I've had a strange issue with my PC for sometime now.
Whenever I try open the Catalyst Control Center it fails to open and I get a dot Net related error in the Application Log:

It appears to me to not be a Catalyst driver issue, since I've reinstalled Windows 8 twice before and attempted both the latest WHQL AMD drivers as well as the latest Beta 13.8 and 13.10 drivers and both show the same issue.

I suspect it's a dot net issue since the log shows framework version v4.0.30319.
Any idea's?

I know you have tried driversweeper, the AMD Catalyst removal utility, and different driver versions. What versions of the AMD Drivers have you tried?

I have tried Driversweeper which didn't help.
I dont think the Catalyst drivers are at fault, but for the sake of being thorough.

I've tried:
