ok, i was missunderstanding what he ment, its SOI BUT its a diffrent type of silicon, it uses the same equipment to make the chips but the silicon is an alloy of sil and anther meterial.
Silicon germanium alloy, so no new equipment is needed, just a change of wafers.

and the "stock" cooler he was talking about wasnt a retail stock like i thought, its an old cooler master unit, copper slug in bottem and TALL fins(about 1/2 ta 2/4 taller then stock coolers) it came with the chip when they got it from amd.
his boss stoped in and it seems they probbly got the chips from amd dirrectly but he wasnt sure, they get chips from and amd gets chips from them due to the cross licencing deal amd and intel have(its what allows amd to have sse1/2/3/4 and mmx, and allows intel to use amd64) intel uses the amd systems to test addin cards they make such as nic's to insure compatability of hardware and drivers.
did get to see that thing, and hot damn, its fast, the 2nd chip acctualy dosnt have a lable on the IHS and is unlocked 512k chip, duno if its sposta be some kinda fx chip or what but the boards they had didnt proper reconize the chips, they came up as unknown prosessor@xxxx mhz.
they had, asus crosshair, asus matx 6150 board, ULI based board(no brand name on it, no locked pci eather), they had 2 r200 based matx boards 1 ecs/pcchips and a foxxconn, and 2 sis boards(755 and 756) then boards with 550/570/590, they plan to order an amd3200 board for testing since they have started becoming more common(4 versions avalale)
the nf4 boards they had where not great for clocking, i only tested a few boards but all even with latest bios couldnt properly reconise the chips.
on the up side they have 8 am2 chips of this gen they will be getting rid of in the next 6 months and tim may beable to hook me up with one, possably an x2 opteron
if i get it i will do a post on it, im hopefull but not gonna count on it, by that time i may already have a g2 chip
