AMD has released a budget CPU similar to Intel's Celeron CPU.

The AMD "Sempron" includes all the same features such as,
-Lower FSB Speed
-Half the L2 Cache.

This is probably the same story as the celeron. Processors with bad cache are cut down and sold as budget CPUs.

Here's a link to one of the models.

sempron is athlon

AMD is merely renaming the Athlon XP the 'sempron' and throwing out the Duron...Should be a much better choice than the celeron..

Not quite. The Semprons are based on the Athlon XP but have half the cache, and adjusted clock/bus speeds. Check it out at Ars Technica.

In fact there are two different versions. One is based on the older Thouroughbred-AthlonXP (and not the Barton) and the other one is simply a stripped down K8 core version without 64bit capability and Single-Channel memmory support. I found this review quite interesting: Anandtech.com
