I don't think it is possible over the whole 12v rail, at least not very easy. It would be pretty easy to calculate the whole computer usage, but not just the 12v rail.

An AmWatt or kill-a-watt meter can tell you how much your whole system is pulling in watts and amperage. I'm currently using 1.8 amps for my entire system while typing this.
