Any way to boost all-core turbo on i5-7300hq?

I've been forced to use Throttlestop on a laptop with a damaged battery charging circuit. As a result, the laptop wouldn't clock up past 2.3GHz, but with Throttlestop I can claw back 800Mhz and get it to 3.1Ghz. However the 7300hq is capable of slightly higher clocks at 3.5GHz. Is there any way to force the CPU up past 3.1 GHz on all cores? I have used the power limit remover in throttlestop but the chip refuses to use more than 30w.

When 3 or 4 cores are active, the maximum speed of a 7300HQ is 3100 MHz.

You will only see higher clocks when 1 or 2 cores are active. This is not a K series CPU so it does not support all core turbo at 3.5 GHz. It is deliberately limited by Intel to force their customers to spend more money for their high performance CPUs.

A CPU will only consume as much power as it needs to consume. If you want to see your CPU consume more power, try running the Prime 95 - Small FFTs test.

Thanks, @unclewebb I think you know everything there is to know about CPUs. Throttlestop has been invaluable in getting this damaged laptop to work somewhat decently.
