to change the ram youre gonna need a heatgun or a soldering/reballing/reflow station. Youre also gonna need some ram chips - these you can either get from a doner card i.e. a dead/faulty card off ebay that can be used for spare parts or new stock from sites like aliexpress but you run a slight risk with them chips being fake.
Remove the cooler read off the numbers that printed on the ram chips and start searching for replacements.
whether or not its worth the money, time and effort to swap the chips and get the card working again - probably not but thats down to you to decide

In order to change those memory chips, you should contact a professional repair shop.
But since that repair won't be cheap, i would recommend you to start look for a new card.
