Well with the issue you have it is a bad flash. The part is broken. Throw it in the bin and start over

It WAS A BAD FLASH if does not work after flashing with all functionality enabled then flash was incorrect ( or Bad ).

A Bad Flash will Result in any onboard Graphics to be used instead of your Discrete graphics Card

I have RMA'd it. Sucks that the demand for graphics cards is so high that I cannot find another card to buy temporarily for a decent price!

Sounds like a bad flash.
Saving the original bios prior flashing always a good policy.
Re-flashing the original bios would have give us some answers.
Trying on another computer would have been very helpful too.
I had similar experience with overclocking one my 1060 for mining.
I had one 1070 and two 1060 on the machine.
The monitor was connected on to one of the 1060s.
I went to far with the overclock and the screen went black.
On reboot it would post on the graphics card.
I moved the monitor cable to the next graphic card and it worked.
I was afraid that I've killed the 1060.
Even though having like decade of experience in overclocking it didn't make sense.
If you don't overvolt/overheat the gpu/cpu you can set it to +2GHz for a sec and besides instant crush I don't think you can do any other damage.
So when I opened GPUz it would show as detected but core/mem freq was also zero.
In device manager I think was listed under unknown devices.
Stil looked like a bricked card.
But I just delete it and manually install the driver and it worked again.

Brand name loyalty is a funny thing. A decent raidmax came out this year, based on an Andyson platform that's quite awesome. Every other raidmax ever was basically an electrical firecracker.

At any rate, CX is not great, but it's far better than most of what you just listed.
