There are other 1060 bios for his card but the ssids are different and i saw 1 from 2017 but for his specific bios he updated to i found the oldest it seems

You flashed that other bios to the card right? If you did just flash it like you did before.

Restart the system after a bios flash then go back into device manager and scan for changes

Looks like you covered everything.

I'm not sure what problem the OP was having though. GTA5 is a brutal game on performance, especially for a quad core and a 1060.

Instead of flashing the VBIOS I would recommend tuning the 3D settings in the driver. Turn AntiAliasing off as GTA5 doesn't gain much from it at 1080p.

Hell I've got an RTX 2080 that GTA5 still brings to it's knees on occasion when there's a lot going on in game.

You just provided info about the game itself, the guy reverted to an old bios and should be ok...
