I reinstalled drivers several times. Deleted all drivers with DDU. Didn't help.

I had a similar problem with my RX 480 where it would only reach 800 mhz, I ended up RMA it and haven't had a problem since. Just my 2 cents if you can't find another solution.

try wattman or use msi afterburn, see if you can force clock it

Is a known AMD driver bug. Some versions fix it for some. Some versions bring it for some. If you recently updated your driver, uninstall it with DDU (Display Driver Uninstaller) and install again. If problem persists, uninstall again and go back to previous driver version. It should be located in C:\AMD

If you have afterburner set it back to defaults along with amd control panel and remove afterburner and the amd gpu drivers completely.

Restart system. Download latest motherboard chipset drivers from amd or intel. Install those first, restart, then install your gpu driver.

Make sure windows power profile is set for max performance or adjust pcie linkstate to where it is max performance or always on (doesnt power down/slow down pcie slots)

wheres did you get this card? if its new retail, you can just make a warranty claim, or maybe ex gaming, nor for minning purpose?

yep. Friend bought it more then year ago. And gave it to me after my 780 had die.

any chance to overclock it? you can oced with small steping first, like increase 25mhz each, see if your card can run above 300mhz or so, or try run in window safemode without drivers, it suposed can run factory bus clock without problem
i assume yours clock is
base clock 1090mhz
base on techpower db spec

not sure, but you can try techpow bios stock, am not expert on flashing bios, luckly we have lot guru flash here, just wait someone will help you for sure, or you can do a risk way like this
