Sort of. The Gen3 has a PLX PEX 8747 bridge chip which approximates* PCI-E 3.0's bandwidth by extending the available lanes ( brief overview/explanation of the PLX chip >>here<<). What you end up with is of dubious value - probable addition of latency, and close to zero benefit over PCI-E 2.0 since the x16 slot isn't anywhere close to being saturated to warrant 3.0.I believe Gen 3 has Pci-express 3.0.
