Asus Strictly RX470 throttling problem

Hi all.
When I playing games, I found that sometime the fps will drop from 60(V-sync ON) to 20.So I use the RivaTuner to monitor the GPU stastic, I noticed that when the GPU core clock drop to 300mhz(default 1250mhz),the fps also drop.
I try to set the Adrenalin,power limit+25%,fan speed about 2000rpm.It doesn't work.
Here's my spec
i5-3570
Asus Strix RX470-O4G
8GB DDR3 1600
550W PSU,+12V 38A

This may seem like a flippant or generic response however in similar situations with similar symptoms, I found a driver had been corrupted (not so obviously). Reinstalling a driver would fix it.

i have tried to reinstall the driver.it still like that

Lets see your background tasks, your taskbar in right hand corner and services.msc and msconfig startup.

Looks like the VRMs are tanking.

Verify both fans are rotating and right when your gpu dives what is happening on the screen. Make sure antivirus are set for game mode too. If you have hardware accel turned on in a webbrowser or a benchmark or doing mining it can cause that

How old is your psu? You may need to have it replaced, also an os reinstall may be due.
