Asus Strix 2070 Super stuck @ 0.7 Voltage with huge fps loss! Need Your Help!

never had a corrupted bios and i did flash a lot on cards from 8800 till 980ti and amd same.
maybe a near shop or friend can lend ya a psu or bring the card there and they can run a small bench-only way to say for sure is swapping

psu should be enough and if not for 2070 then ya will have probs with 5700xt. how old is it?
psu problems normally throw out different errors all the time not the same in a row

ask a fellow canadian tpu user near you? if thats possible-my country is very small so i could drive to the end in 5 hours
is bestbuy a shop with a hardware return guy? if yes then go there and ask them to test your card for a small tip(normally they have equipment for quick tests)

is your motherboard asus x470 pro?? because i cannot find your bios version 1004?? did ya ever update it or is this the bios with which it was delivered

Perhaps you should see how the card runs on Windows 10 before returning it?

May or may not be the problem, but Asus is recommending 650 watts for their 2070 Super 2070 Super Tech Specs

As @lmille16 pointed out for the super version of these cards, 650 watt psu is the minimum recommended. yes you can get away with less but minimum is 650, a 700 or 750 would be much better.
Also @Lucaxour stop using furmark to bench the card, use heaven or firestrike or valley.

bios 1004 I mean AMD 1.0.0.4 because different mobo maker number their bios differently, so I just put the official amd version there for better understanding.....

I only have furmark and valley rightnow, you may check the screenshot while valley benchmarking on the very first post page...3dmark for some reason, I have tried many methods but all failed to install....

I know they recommend 650W psu, but I want to make sure if psu is true factor for my problem, because my local rertailers do not refund psu under any condition(I live in small town)
would you help me confirm the psu is the factor? but if psu is the problem, why GPU draws seemly its max power and performance under furmark but in valley and games get really low performance..?

Perhaps you should see how the card runs on Windows 10 before returning it?
Is there a windows 10 PE that I can test in...? I only have one HDD and unable to reinstall afterwards

I suspect your PSU could be the problem here. It may not deliver enough power to the card via the 8 pin connector.

You mentioned you had an AMD card installed previously. Did you perform a clean uninstall of the AMD drivers before installing the Nvidia drivers?

I suspect your PSU could be the problem here. It may not deliver enough power to the card via the 8 pin connector.

Well you have 2 options here, RMA the gpu back to ASUS and wait for them to send you another one or go buy the proper recommended psu for the 2070 super. I would not buy just a 650w bare minimum I would go with a 750 watt just to be safe. If you do not like your local retail return policy then buy thru amazon or newegg. Either way you will need a bigger psu to properly run your gpu if you stick with the 2070 super. I am sure it has been asked already but all the power connectors are seated fully in the gpu? I had that happen once where one did not seat and the gpu ran like crap.

updates: I got a corsair rm850x replacing my superflower550w, I reconnected every part, especially using 2 PCIE Cable connect to my gpu via 8+8pin

problems still exists, never exceed 0.76 Voltage in path of exile, gets like 30fps in town which is worse than my old msi gtx970....
In the valley benchmark, it hits 1.03V (I searched that should be proper voltage for 2070super), its core hits 1900mhz, but I am still getting max 60fps....which is abnormally low..
(I uninstalled the driver with DDU and update it to 440.61,)

and on your furmark screenshot the card seems to run on higher clocks 1800\7000 - so for me it seems there is some other prob maybe but ...........

Furmark and clocks tell you exactly nothing. In fact, furmark entirely tells you nothing. Well, you know the card isn't artifacting, that's about it, and you can see it heat up. Its a pointless test, you can't see proper load behaviour with it at all. And its a silly test to be drawing any conclusions from. FYI & future reference.

@Lucaxour Nvidia cards need to work out of the box and boost properly with their stock BIOS. If they don't, card has likely been tampered with or is faulty to begin with. Stop wasting time, return the card and get another. I wouldn't even think twice, its not like you buy these at the dollar store.

BIOS updating on Nvidia cards is a risky affair. You can indeed brick cards with it, and its a sure way to throw 400 bucks away, though with a dual bios switch you can always fall back to a working one. What I am seeing here is that at least your current BIOS is stuck in a lower power state which is nice and efficient but not the product as its advertised, nor how you like it. TL DR: RMA

The card would still boost much higher than this. Its pulling 70-100W and could easily do much more within the PSU's capability. Additionally, the card doesn't care what PSU is in there, it will try to max out and that can pull the system into shutdown before it stops boosting, due to lack of power.

550W with a decent 12V rail is plenty for this card. His rig might pull 350W-400W under load and that is being generous.

I mean this is peak...
