If you are reading those voltages out of the BIOS or any other software they are probably wrong.
I had to bring home a fluke meter to test my Antec, and make sure it was putting out the correct voltage. I also checked the VREGS for actual CPU output, but be careful when doing this as one slip while it is on and you have a toasted chip.
BIOS for me was .2v shy of true, and CPU-z and Everest kept reporting voltage fluctuations where there were none, I had to lap my HS more though, and this board didn't like the chip for some reason, I managed to get it stable at 2.9 and no more, but the guy it was sold to has it at 3.2Ghz stable. He has a DFI and more memory timing control.
