ATI tray tool: what add-on programs it needs ?

Hello
When using a freshly installed empty Windows 7 64-bit what Windows add-on softwares do I need to make ATI tray tool to function 100% ?
AMD Vision Software CCC installs maybe an old C++ Windows package ?
But do I need more software ?

When restarting Windows the ATI tray tool always seems to revert overclocked MHzs back to maximum "Power saving"-values (=to HD3650 ATI PowerPlay values 300|200MHz , (stock 725|400) ) of the ATI GPU. Any one experienced such behavior ? ATI tray tool sets the values at Windows start-up to maximum 300|200 and won't go any higher in tests and games... Unless you hand place the MHzs after every Windows startup to overclocked values like 900|600.

How to disable the HD3000-series "PowerPlay" energy saving function ?
It is either PowerPlay or "Java\Flash\.NET\C++" or such that is not working...
