Atypical black screen driver issue that affects every AMD card I own!

Today I went to turn on my main PC (PC1) which worked fine yesterday. The PC got to BIOS but once it got to the Windows loading screen the monitor went black and said no signal. I managed to get into safe mode and run ddu then restart. The system booted with basic display driver, but once the proper graphics driver was installed manually, the screen would go blank and say no signal. If I restarted, the screen would go blank once I got into Windows. I even reflashed the VBIOS of my rx480 and same issue.

I thought this was odd so I threw in my HD5670. The card worked at first with basic display driver. This card can only use old drivers, so I installed a 2015 driver and got a black screen. I restarted the PC manually and it rebooted to blank screen once Windows tried to start. I even threw in my R9 290 with latest driver and same issue. (I don't own any other working AMD cards)

I removed the GTX960 from my other PC (ill call pc2) and put it into pc1. The card works flawlessly and the driver installed fine. I currently don't own any other Nvidia cards.

I put my RX480 into PC #2 and the card blackscreened once driver installs. I threw my R9 290 into PC2 and it also blackscreened once drivers were installed.

I have tried fresh install of windows on both systems and still once driver installs black screen. I have tried multiple drivers mostly from 2019 and 2020, even one dating back to 2015 for the HD5670 and all do the same thing. The driver Windows auto installs even causes black screen.

This issue has been making me so mad I'm thinking of just selling all of the AMD cards and buying an Nvidia one, even as badly as I want a 5700xt.

Try a different monitor/cable. Sounds like a monitor problem.
