LOL maybe Windows 8 is somewhat flaky with DX6 or something, but the IGP thing makes me think a bit.

Did you try the New Gauge client I linked? It's not a bad one imho, it,s compatible with almost all the graphics enhancements, and many speedrun was done in it. Perhaps it would cure your perf problem, so maybe it worth it to give it a shoot.

Garpy for example knew how to aim and move in hl1 (even if he moved more confortable in quake, looks like he was definitely enjoying it)
