If you look up the ip address you should be able to see to which VPN belongs to and try to research bit further what ranges of IP they own and just block the whole subnets.

There are pre-made filters and lists for such things, here is one for example: https://github.com/ejrv/VPNs
But there are plenty of them out there.

I think the best way to solve your problem is to make a whitelist of who can connect, rather than blacklisting the ones who can't.
For example, only whitelist known IP pools from your country, or only known good players etc.
The problem with blacklists, is that they take up more resources, and they aren't always complete (e.g. new VPN servers and anonymizers pop up every day)

Which game server do you run?

The idea of whitelists sounds good, but they will severely restrict the access of new users to your gaming platform. No one likes complicated ways of logging in and checking out.

white list?

the problem of IP address blocking always reminded me of solicitor & automated phone calls. theyre annoying & they are near infinite & easy to reproduce, so blocking them is near impossible.

the way i deal with Phone solicitors, is i created a accepted caller list, i entered all the numbers i Know , those are the people i choose can call me, anyone not on the list, goes to voicemail, with no ring, that way if they are human & were blocked inadvertently, i can add their number, but if theyre not wanted callers, they remain unable to reach my phone .
a whitelist is very similar

yes a whitelist is an annoyance, but id rather the annoyance before the gaming, prior to entering, than after entering, while gaming.

Whitelist, that sounds crazy to me. I certainly understand that you are trying to protect yourself from hackers, and that for you as a developer, your VPN causes a lot of problems in this case. This can of course be a solution to the problem of unwanted hackers, but it will completely make it impossible for new players to appear. I also use a VPN service myself because it's the only way to freely watch all extended Netflix content. There are a huge number of different options for Netflix VPN of every flavor. I do not think that this infringes the work of Netflix or is illegal. Many of my friends use such tricks.

The game you play have a ID number for each player ?, as you would block though that normally.
