BD Prochot on 70c :I (CPU: i7 10700)

This is the pc specs:
i7 10700
RTX 3070 (not sure if that would matter)
Motherboard is gigabyte H410M S2H
32gb ram ddr4
for cpu cooler i have be quiet dark rock 4 (i believe it could be a different version)

So when i first got this pc late 2020, i had a different stock cpu cooling device that was could say better than nothing and on games like cyberpunk it would sometimes throttle at 100c (which was a nice temp to throttle at) but im guessing it could have caused some damage or something. well after some time i bought this cooler that should "fix" all my problems but it might have been to late.. Now the problem is the throttle that used to be at 100c now is at 70c and I reach that pretty frequently on intensive games/tasks . an easy fix for this for me is to just disable turbo but that cuts my fps crazy. I have seen most if not all the posts of other people having this problem so this is my last resort, most seem to have a motherboard issue where something sends some wrong signal i dont really know.
I have also tried just unticking the BD Prochot but that makes my pc just crash after 5-10 seconds of it hitting the 70c.

So my question is: Is there a way to fix this with software or does it have to be replacing hardware if so what hardware do would i need to replace? or what software to use ?

in this unlisted YT video i recorded the bd prochot in action if someone can help i would really appreciate ive been trying to find a fix for this almost since i bought this pc :I

If clearing the BD PROCHOT box in ThrottleStop causes your computer to crash then it is time to buy a better motherboard.

but im guessing it could have caused some damage
It is possible that running your CPU at 100°C for long periods of time might have damaged or fried something on the motherboard. No one wastes time or money repairing a three year old low end motherboard. Toss it in the trash.

Consider selling your CPU if you can find a buyer. You will probably be better off upgrading both the motherboard and CPU at the same time.
