I would say you can't go wrong with the Xigmatek HDT-S1283, could try the 1284 but with the offset heatpipes might not work as well, even with the bigger die of the Q6600.

First, air or water? If air, the Ximagtek mentioned above is good. If you want water on a budget, get the Swiftech H20-220 Compact. It kept my Quad nice and cool.

Not really, not if use non conductive coolant and distilled water. I was nervous about that too, but once I saw how easy it was, I wont be worried next time.

The "best" would prolly be liquid nitrogen
The "cheapest" would prolly be the stock HSF included in the retail box

However, for good value for the money, I would suggest the OCZ Vendetta for $22.
