I'm looking for a nice mid-range budget cooler air or closed loop water system cooler. Cos As I'm running on default bios settings CPU is always boosting to 4.0+- instead of 3.7mhz. so temps go up to 70+ when playing heavy games with some streaming even on max fan rpm. So what u suggest?

Are you using the stock cooler at the moment?

I use the stock cooler and it doesnt go over 64c, but I have set my own fan curve in the BIOS for it as I didnt like the default settings

The best that you could get would be a Noctua or something from BeQuiet! in the air category.

If you need the AIO and the looks, I would pick DeepCool Captain 240, which has better stock fans than most cheap AIOs. I have one and it has never let me down in these 2 years. Probably the best purchase of my PC's lifetime. I'm running my 2600 @ 4GHz with really low voltage and LLC 3 daily while gaming.

The stock cooler, when i stream 900p60 + darksouls3 on max 1080p it does go up to 72 when performance mode enabled, when I use power saving profile in AI suite it straight goes down to 44+-, BUt I never tried to play games with power saving mode. But its still better to get good cooler just in case right? I had dark rock4 pro on my previous build with 7700 worked good, but will it work on this one with same performance?

Well the mid-70's are fine, but that's almost on the borderline, afaik Ryzen shuts off at 80C-ish as a safety measure. 55-60 maxed out on the CPU is what I'd be fine with in the long term, so any of the mentioned options should fit that I guess, though I'm not sure what clock speed you want to run at all the time.

Ryzen Balanced profile seems good enough, all around. Power saving is only useful if you tend to only web browse and stuff. Switching in-between is annoying. So I'd recommend a program called ASUS ZenStates, which you can use to set P-State clock speeds. Best part about it is, it re-applies everything on windows start-up, unlike Ryzen Master.

I will use default bios, auto boost that boosts to 4.0+- all cores as needed. I wont OC or anything. So I will check those options as u mentioned will see how it goes. SI there any point of buying different thermal paste? Or whatever will go with cooling device will be more than enough?

Yeah, any decent tower cooler should do just fine then, for performance I'd go with the best, biggest and baddest Noctua you can afford. If you want the looks and a more quiet profile I'd go with BeQuiet! Dark Rock series. And if getting a DeepCool Captain 240 cheap isn't an option, sometimes theres a sale on a Corsair H100, beware though, I recall the fans being loud and less efficient compared to their newer units, which cost a bit more. Same with CM MasterLiquid ML240L, while it is a decent unit, the stock fans aren't too good on the quietness front. Another thing I want to mention, I don't think the H100 has AM4 brackets... which the Captain 240 does. (It was one of the first AIO's to have AM4 brackets on Zen launch)

I've also seen some Fractal Design S24's for a good price, and I don't know if those have AM4 brackets.

Sometimes you can get away by buying a really dirt cheap AIO and just replacing the crappy stock fans does it a favor, but you have to take into account how much extra you will be paying and if you can sell or re-use the stock fans. And quality-wise reviews are mostly on point about what you are getting, you definitely don't want the pump failing within 3 years, most conservative AIO blocks seem to run at a speed that is comfortable for them.

There used to be a time where me and their grandma were worried about an AIO leaking. Honestly I was willing to take the risk because a good company will replace everything that is damaged nowadays and have decent QA to spot problem units so those never reach the market, its never a guarantee though, such is life. The pump quality has gotten better since the old days, you don't have to spend £100+ for something good. (Though I think nobody would mind an NZXT X62 or the like) But if you want the super-duper safe way that will last decades, air coolers are the way to go, plus the big ones usually work better than most 240mm AIOs according to TPU's own reviews.

Whichever you pick, you can't really go wrong. It will come down to price, performance and personal preference.

No love for Scythe in this thread. Mugen MAX and Mugen 5 rev b are both exceptional air coolers that can run with the best of them for like half the money. Really doesnt get much better on air. Even many of the aios dont keep up, or the edge up doesnt justify the cost... though that seems generally true of aios, save for a few

Scythe & coolermaster are great cooling/fan makers. Ive had the good fortune to test many from scythe & although i cant speak to their ryzen capabilitis, i will say they are great with intel & the support team @ scythe is one of the best ive ever dealt with

I've got a Mugen MAX cooling my 2600. Overclocking all cores to 4.25ghz I manage 75C max under really heavy stress tests such as linpack and small fft. Gaming was 60-65 max, averaging 58. And that's really pushing that chip. Current really shoots up at 4.2+. Efficiency just takes a dump. Gets real hot, real fast. But the cooler keeps up. Now, I run 4ghz and at most I see 52C when gaming, though most times when I pop over and check it's mid-upper 40's. Low 60's when pushed to the absolute max. Plenty of fan headroom, too. Thing runs dead quiet. I'd bet a 2700x @ 4ghz would be perfectly happy under a cooler like that.

However, I might ask... ...what is your case setup like? Even for the stock cooler your temps seem on the high side. Good cooler can't save you from bad case flow.

Depends on the case, since that will determine max cooler height and AIO support. Generic mid-tower doesn't really say much.

My initial recommendation for mid tier cooler would be the CRYORIG H5 Universal granted there is a chance it wont come with the AM4 bracket (you can email support and get one for free no issue) Has 100% memory clearance so no issues there usually available for around $50. Performs fairly well overall. If wanting high end air with those memory sticks of yours I would recommend the R1 Universal (similar or better performance to the Be Quiet Dark Rock Pro 4 but with better memory compatibility.)

AIOs are getting a bit pricey these days.

In the end, I went with Noctua NH-D15 SE-AM4, I always wanted to try it kinda heard lots of good things about NOcta, As I had dark rock on my 7700, and it was sold as a bundle of my previous MB, so I had to try something new, As I use open case with 2 extra case fans, it keeps my cpu under 35c on idle and under 50c with stream and gaming. So i pretty happy with it, so thanks a lot for suggestions.

The $45 Scythe Fuma will perform as well as or better than the $90 flagships from Noctua or Cryorig ... and any of those will beat 2 x 120mm air coolers easily.

Or for 50 bucks, you could get a Thermalright True Spirit 140 Power, as good, if not a little better than Le Grand Macho RT. Add a TY143 to step it up a notch. It comes with clips for two..

I BOught what I bought I'm happy. I used my budget what I could afford, so i dont regret I'm happy with its cooling. If there is better or same for less, I will look into it when this will break. THanks.
