Need a PDF program that can do the following:

-Convert to/from PDF to/from Word and Excel
-Read and edit PDF files (be able to modify the text especially, and match the document's original font automatically if possible).
-Merge and/or split multiple pages into PDF files.
-Has to be installed locally as software, cannot be online or a cloud service.
-Needs to be free

Is there any tool out there that can do all (or most) of these things, for free?

make your boss buy a copy of acrobat.

I believe FoxIt Free might be able to do most of that for free...might not be able to do export to .doc/docx. I don't recall... I recommend installing it from Ninite.com though. Quick and easy installer.

Aside from that, as suggested above, time to cough up the cash for the software that can do it right. Sometimes the free options aren't good enough, especially in the professional industry.

If u have Office 2016 or Office 365 Excel and Word have the ability to save to pdf I use that a lot at work, and for viewing PDF I uses Foxit PDF Reader been using it for yrs.

@Kursah I know that Foxit PDF Reader can save to TXT that's the only format as far as ik.

I use a old version of SumatraPDF version 2.2.1.0 ( a single .exe file ), i did try a newer version but they added a lot of crap i did not want.

SumatraPDF portable. my version has no bloatware or adware, and is exceedingly fast with very little cpu usage (almost nothing at all)

and portable, so take a shot/ no reg entries all ini.

I use:
  • UnityPDF to merge/split PDFs and to insert/extract pages
  • doPDF to create PDFs from any program that is capable of printing
  • Foxit Reader to view PDFs and to type in them

PDFSam (Split and Merge) is free, crossplatform (Linux/Windows) and opensource and does a lot of things

There's also PDFtk (ToolKit) and it's corssplatform too.

For Linux

If pdftk is not already installed, install it like this on a Debian or Ubuntu-based computer.
$ sudo apt-get update
$ sudo apt-get install pdftk

Then, to make a new pdf with just pages 1, 2, 4, and 5 from the old pdf, do this:
$ pdftk myoldfile.pdf cat 1 2 4 5 output mynewfile.pdf

pdftk is also capable of merging multiple pdf files into one pdf.
$ pdftk pg_0001.pdf pg_0002.pdf pg_0004.pdf pg_0005.pdf output mynewfile.pdf
