Best (free) Program to edit Pictures

I am new to this posting picts stuff. Sometimes when I try to post it says "file too big"

What do I use to shrink the file size?

Or go to download.com and download infranview, or paintshop pro, it will help it resize well, I use tiny pic, put in the URL and then put that URL in image and it usaully comes out, or I just put it up and people will click on it.

If you need a lightweight viewer with basic editing capabilities, you really should go with IrfanView. It's very fast and simple when resizing, reducing color depth, tuning brightness and contrast, applying different kinds of filters (sharpen etc), supporting lots of image formats...

If you need more advanced editor, which includes also drawing capabilities, try PhotoFiltre or The GIMP.

Irfan View is nice, small and simple, but you can't do much. It's nice and easy to change pic sizes though.
