You can use ThrottleStop to fix a wide variety of throttling problems. If you do not have any specific problems, you probably do not need to use it.
I would increase the turbo power limits. Do you really need to do this? Maybe not.
Turn on the Log File option in ThrottleStop and go play a game for 15 minutes or half an hour. The log file will show if there are any throttling issues. Attach a log file to your next post if you want me to have a look. Include some pictures of how you have ThrottleStop setup.
You do not have an unlocked K series CPU so there is not much you can do to improve the performance of a Core i3-9100.
