I have a Dell Latitude 5480 with a m.2 256gb SSD. The time has come where I want to replace it with a larger 1Tb m.2 drive. What is the best way to connect the New drive to the laptop to clone it. I will be using Samsung's Magician software. I have usb C, 3.1, 3.0 ports as well as a SataIII to usb adapter. Any advice would be greatly appreciated. The new drive is a 860 Evo.

Buy yourself an external USB case like one of these from amazon. put the 960 Evo inside and Either use samsung magician to clone it or download a program called Acronis and use that to clone the drive across.
^^^ cheap for single use.^^^ A 960 EVO/PRO NVME will not work in your suggested case, ONLY a SATA drive with 2 notches B+M Key.

The 860 EVO should work in this style of enclosure.

I bought a case similar to the the one you linked, and the drive overheats badly. No thermal cooling. ((Used a Crucial MX300 525GB M2 drive.))

If you want one you can use over again for sata (not NVME) try this one: you need to add your own thermal pad 2mm.
This is a much superior case to the Wavlink one.

I also bought this cable, price was $5.65 and has gone up grossly:
