Anyone know where i could download this file and a safe file Binkw32.dll .

To begin with, there are no real safe places to get that out in the wild. So:

What game is it? What platform downloaded from, or is it installed from disc?

If it's steam ,just right click the title in your library, then choose to "verify integrity" anything missing will be acquired automatically. Origin and has a similar function

It's an old game called Joint operations but on certain terrains it struggles. Someone has said it's my binkw32.dll file. The original file is uploaded via a disk but this is a upgraded mod that is causing this.
Love this game and it's getting frustrating.

Mods will always cause some sort of weirdness unless if they are thoroughly tested and bug fixed
