Is that your board? If yes then download:
http://download.msi.com/bos_exe/7916v1C.zip

Download it, unzip file, put the file on a usb stick, go to the bios and choose usb flash.
Follow the onscreen steps and you are done.
i found it and already downloaded it what i've notice is that there is 3 folders with the same numbers but they're lettered a,b and c.folders a and b has a text document, application and the bios file, folder c on the other hand only has the text document and the bios file so i'm wondering if i'm suppose to install the 3 folders

It's just how they name their files. Once they reach 9 they go A,B,C,... So after 1.9 it's 1.A, instead of becoming 2.0 or 1.9.1...
You just install the C version, which is the latest BIOS available for that board.

You don't need to update the bios to lower the voltage. Not every bios update is needed. Fix the voltage first.

so the missing application isn't necessary then?

Your motherboard manual should tell you precisely how to set cpu voltage in the BIOS.
Basically boot in to the BIOS and select advanced settings and look for that particular setting, which is most likely set to auto.
Auto voltage generally gives a bit more than needed and can be safely manually set at what is required.

The application is a Flash utility, which you don't need if you're going to flash from the BIOS using M-FLASH.

Here is how to video:

If you are that worried... You can just copy the application file to the 1.C BIOS folder. It’s an universal file so it doesn’t matter.
The system will tell you if something is missing/wrong before you flash anyway.
