Tons actually.

Check out Hiren's BootCD. (If anyone asks I didn't say it.)

Bootable USB/CD with dos and FDISK works just fine if you don't want to get the gloriously overpowered Hiren's disk.

EDIT: Actually it might be "FORMAT" not "FDISK", I can't remember because Hiren's does it for me while it makes me coffee and massages my feet.

Yeah, I corrected that in my post:

EDIT: Actually it might be "FORMAT" not "FDISK", I can't remember because Hiren's does it for me while it makes me coffee and massages my feet.
If you download the HP format tool and the Windows 98 system files which you can use to create a DOS bootable USB drive which has the "format.com" tool which you can use to format the drive.

Alternatively you can create a DOS boot CD (in most burner programs) and copy the "format.com" file from the Windows 98 system files to the disc (though it may already be included).

Either that or let Hiren's make you a cup of fresh Peruvian coffee, medium grind with a teaspoon of natural sugar.
