My specs are : ECS A55F-M3 with the latest bios update [12/27/2011]
Old gpu HD 6570
New gpu Asus RX 550 2gb
2gb Ram 1333ghz DDR3
4gb Ram 1333ghz DDR3
Athlon II x4 641 cpu not oc

Before i did anything i uninstalled my hd6570 drivers with DDU. When i bought rx550 i knew it wouldn't work with my vga monitor so i bought vga to hdmi adapter and i got a black screen. I've tried taking out both sticks of ram and put them back still nothing. in bios my primary graphic setting is pcie (i have 3 options pci pcie and ige).

[EDIT] I've tried hooking it up to my tv with hdmi to hdmi and still nothing. I've tried to reset bios by removing my cmos and putting it back still nothing. My suspicion is that my cpu doesn't work with pcie3.0 but i hope that isnt the case.

Benchmark Scores Don't know any benchmark. It runs good enough for me.
I have strong suspicion that it might be your hdmi to vga adapter. Do you have a monitor or tv with a hdmi to test it out or even a dvi? So you can try to use a dvi to hdmi converter. Hdmi to vga is not a passive converter. It would have to convert the hdmi digital to vga analogue signal.

That adapter that you're using, is it an active one, and does it require external power, like a micro USB plug?

The only port I know that supports VGA is DisplayPort with a StarTech Adapter.

Could be that UEFI on GPU is not playing right with the Motherboard, UEFI came about 1-2 years later.

I had this problem on a R7 250X from XFX with a socket 754 motherboard. Put in a HD6450 and problem was fixed. The R7 250X worked in My Sig Rig so the card wasn't DOA.

ECS website no longer has a support page, let alone you can't find that motherboard in the archives.

Okay you're going to need to have another motherboard to test the video card in.

Safest thing to do is take it to a friend's or take it to a shop.

I highly suspect it's a UEFI incompatibility with that motherboard of yours.
