Hey guys, I've fixed this issue by switching off "fast startup" option in windows power options.

Control Panel->System And Security->Power Options->Choose what the power button do->Shutdown settings

And uncheck the "Turn on fast startup (recommended)" option.

what version of Windows 10, Timkon?
Run winver.exe or msinfo32.exe from the Run dialog box to determine exact version of Windows 10
