I'm seeing some inconsistent performance in GTA5 in city areas

this is what it usually looks like,fps from 65-75,cpu usage from ~55% to ~75% generally speaking

but sometimes I come into an area where gpu usage drops very severely,like 70-80% or even 60-something.

like here,fps dips to 50,gpu usage to 74%,cpu at 70%

but when I turn around the camera it's back to normal again

It can be not enough cores/threads for given scene (since FPS and device usage is tied to what you are looking at, the moment you are doing it), or not enough IPC to get higher performance (single thread limitation).
You should check per thread and/or per core usage (because you can get 70% overall CPU usage by at least four different ways in a 4C/8T CPU).

unfortunately,this is not it.there's nothing funny going on with per core/thread load.
I'm driving around the city for 10 minutes with gpu sitting at 98-99% and then come into an area where my gpu usage drops to 80-something but all 8 threads are still sitting at 55-65%.weird.
it takes me some time to reproduce this scenario since for 99% of the time it runs fine,between 94 and 99 % on the gpu.

gpu usage drops,but none of the cores/threads are really abnormally loaded on the afterburner monitor I have running on my second screen
then I move my car a few meters or just move the camera and bam,back to full load again.cpu usage is the same all across the cores/threads.
dunno what it is,but remembering how gta4 ran.......

will install new drivers,if nothing changes I'ma probably forget about it frankly.it's nothing game breaking since it's very incidental and even when it does I'm getting 60 fps mostly,no stutter or freezing,just low usage.

I ruled out unstable oc or conflict with msi afterburner

Afterburner is not showing you thread load, it is only showing you overall CPU load. One thread could be completely loaded and slowing everything else down and your overall CPU load could actually go down. I've seen this with GTA and other games before, because everything, including other CPU threads, are waiting on that one thread to finish doing what it is doing.

trying to find some youtube footage of ppl playing 1440p on 2070S,found this video,guy is running an 8700k on 3200 ram with 2070 and he still gets some momentary 70-80% gpu load drops

I'm looking at your screenshots, no it is not. You'd have 8 % numbers listed if it was showing you per thread load.

I got this running on my secondary monitor.nothing funny is happening.in fact when this happens the cpu usage is sometimes lower than what it usually is.

I had a similar discussion about my i5 2500k bottlenecking my GTX 480 setup back in the day on Overclock.net and people were refusing to believe it was happening, in 64 man servers, the 2500k @ 4.5ghz was a bottleneck to the GTX 480 .

It happened on Gulf of oman.

dunno what is happening in my instance
I'm not getting any cpu usage spikes on any cores/threads
watching yt footage,ppl are getting this on 8700K and 2070 in 1440p,just random momentary gpu usage drops

I'm rarely seeing anything over 70-something % on any individual thread and even when it shows that it's not when this low gpu usage thing is happening.it doesn't look like it's related to some sort of usage spikes.

weird.tbh I know there's plenty of games that can do that,but the ones I played recently were so consistent that seeing this makes me wonder why it happens.
for god's sake I played 500 hrs of odyssey and origins which are just hammering cpus and never seen my gpu underloaded.or at least not below 90%.
like I said,it's nothing that annoying.if I didn't have osd running to show me gpu usage I'd prolly never ask.

No. If you're concerned about gaming even a 10600k would do better than a 3950x.

But I still wouldn't recommend a 6 core in 2020. So 10700k+.

looked at GN recent benchmarks
seems like gta5 despite being quite easy on the cpu can dip pretty low.even with a 3600 you're just above 60 fps 0.1%
7700k stock vs 10900k stock is a not even 10% difference in 0.1% and best cpus can hardly manage 75 fps despite +120 fps average

were I running it on a 9900KS it'd be better,but still the gpu would be dropping load from time to time,just not as bad as my 5th gen

yeah i have the same thing with resident evil 2 remake where is there is a couple of corridor (empty no monsters, just plain empty wall) where the framerate just drops below 30 and shot back up to 80.

Tested with my older i7 6700k, 16gb 2666 and GTX 1070ti
Tested again with i9 9900k, 32gb 3200mhz and GTX 1070ti.

Same thing frame just drops for no apparent reason.

I recently finished Bioshock infinite again and this is a much older game. There is a couple of areas where its empty, i moved back and forth the fps goes 180 down to 45 and shoots back up again.

I would like to test this with an amd card but i dont have one.

yeah it's useful but I configured it myself.

I use msaa4x,pcss,grass on very high and popluation/distance sliders to the max.my 2070S barely keeps up sometimes.grass looks beautiful but i's a performance killer.

grass and pcss are probaably the most beautiful things about the looks of this gamee,it'd be average otherwise

With my current settings I get around 100 fps in the woods/mountains and 100~138 fps in the city (monitor @ 144hz using low latency at ultra).

1440p ? you must be using high grass and normal shadows.
