c0% not reaching 100% on i7-10750h

Hello, ive done some tweaks in ts in hopes of a good balance between temps/perfomance
First of all, ive lowered epp to 0 and i was able to undervolt even further from my last stable -100 uv , then i tweaked a bit on pl limits from the default 200-200 to power throttle so i dont exceed 95-97 degress in c23 and cpu heavy softwares/games ,i recently repasted as well with mastergel maker in hopes of even lower temps .Below are my current ts settings

The thing i noticed when i was running c23 is that my c0% didnt hit 100% at all (logs provided aswell) .As far as i remember on older r23 tests i could get 100% in c0% and results arount 7.2k pts instead of ~7k , the only differences i can recall between those tests and now are the pl limits, lower uv ,new thermal paste and some tweaks in microsoft defender/antivirus.Is it normal behavior? Could it be because of the new limits or is it something else that interferes with ts?Also most of the time the test ran at about 3.6ghz and im sure if its supposed to be that way


EDIT: Ok so i decided to turn off real time protection and cloud delivered protection and my results drastically improved

I could reach 100% c0% basically all the time ,but as far as i know real time protection is only temporalily disabled , is there a more permanent solution?

The first answer (and graphic) was given to me by the now famous @unclewebb.​

And, the second answer was given to me by... Me, dumb luck and experience.​

And you are correct, after disabling Windows Defender, my 2 systems are now *incredibly* fast and responsive. They are now *much faster*, *than they should be*...​

What is Windows Defender doing ??? According to other web posts, there shouldn't be this much improvement. But, my 2 systems went from turtles, to rabbits set on fire !!!​

Maybe it was one of those forced, drive by "Windows Updates" ??? Or, maybe not.​
