CONCLUSION
_________________________________________________________________________________________________________
Your system appears to be having trouble handling real-time audio and other tasks. You are likely to experience buffer underruns appearing as drop outs, clicks or pops. One problem may be related to power management, disable CPU throttling settings in Control Panel and BIOS setup. Check for BIOS updates.
LatencyMon has been analyzing your system for 0:08:01 (h:mm:ss) on all processors.

SYSTEM INFORMATION
_________________________________________________________________________________________________________
Computer name: FREQUENCY-PC
OS version: Windows 7 Service Pack 1, 6.1, build: 7601 (x64)
Hardware: ASRock, Z97 Anniversary
CPU: GenuineIntel Intel(R) Core(TM) i5-4570 CPU @ 3.20GHz
Logical processors: 4
Processor groups: 1
RAM: 16341 MB total

_________________________________________________________________________________________________________
CPU SPEED
_________________________________________________________________________________________________________
Reported CPU speed: 3192 MHz
Measured CPU speed: 1 MHz (approx.)

Note: reported execution times may be calculated based on a fixed reported CPU speed. Disable variable speed settings like Intel Speed Step and AMD Cool N Quiet in the BIOS setup for more accurate results.

WARNING: the CPU speed that was measured is only a fraction of the CPU speed reported. Your CPUs may be throttled back due to variable speed settings and thermal issues. It is suggested that you run a utility which reports your actual CPU frequency and temperature.

_________________________________________________________________________________________________________
MEASURED INTERRUPT TO USER PROCESS LATENCIES
_________________________________________________________________________________________________________
The interrupt to process latency reflects the measured interval that a usermode process needed to respond to a hardware request from the moment the interrupt service routine started execution. This includes the scheduling and execution of a DPC routine, the signaling of an event and the waking up of a usermode thread from an idle wait state in response to that event.

Highest measured interrupt to process latency (µs): 3605,745330
Average measured interrupt to process latency (µs): 1,016590

Highest measured interrupt to DPC latency (µs): 161,973082
Average measured interrupt to DPC latency (µs): 0,422751

_________________________________________________________________________________________________________
REPORTED ISRs
_________________________________________________________________________________________________________
Interrupt service routines are routines installed by the OS and device drivers that execute in response to a hardware interrupt signal.

Highest ISR routine execution time (µs): 78,196429
Driver with highest ISR routine execution time: hal.dll - Hardware Abstraction Layer DLL, Microsoft Corporation

Highest reported total ISR routine time (%): 0,086277
Driver with highest ISR total time: hal.dll - Hardware Abstraction Layer DLL, Microsoft Corporation

Total time spent in ISRs (%) 0,136034

ISR count (execution time <250 µs): 579976

ISR count (execution time 2000-3999 µs): 0
ISR count (execution time >=4000 µs): 0

_________________________________________________________________________________________________________
REPORTED DPCs
_________________________________________________________________________________________________________
DPC routines are part of the interrupt servicing dispatch mechanism and disable the possibility for a process to utilize the CPU while it is interrupted until the DPC has finished execution.

Highest DPC routine execution time (µs): 420,832080
Driver with highest DPC routine execution time: iusb3xhc.sys - Intel(R) USB 3.0 eXtensible Host Controller Driver, Intel Corporation

We kinda need more info. The latency mon test is mostly a confirmation of you getting stutter but doesn't tell us much else.

High FPS on a 750ti, then I'm curious about what resolution you play on, which games, and how the stutter looks. A brief recording of the stutter may be very very helpful.

Also, OS, W7? Is it up to date too?

Sure,
I am using windows 7 64bit updated.I am only playing CSGO on low settings on 4:3 1152x864 resolution.' A brief recording of the stutter may be very very helpful." I dont think if you can recognise the stutter here .

Benchmark Scores Faster than yours... I'd bet on it. :)
Locked and low clocked i5 at an abhorrently low CPU limited res... makes sense. :)

A 2gb card....at that low res i doubt this, but.... is vram being used up?

Id like the info which shows if you are using your vram...which is nkt this screen. The monitor/graph on there show it bud. ;)

But really, id venture to say its a lower clocked cpu at that cou bound res is at least part of the issue.

No... that isnt even msi afterburber anymore...the monitor is in msi ab.

Msi afterburner has a monitoring function that will pop up a realtime graph on your screen which shows a lot of info, including vram use....you will want msi running, play the game for a while and then check max use/post the image here.

I also just noticed, your power limit is set to 90.... why? Set it to 100 or the max...no reason to have it lower...

Did you play the game during that time???

Try raising the power limit too as i said earlier.

Report back.

Go into options for Afterburner and enable frame time monitoring , that will tell us for sure if you do in fact experience stutter. Do you use V-sync ?

Honestly that CPU isn't bad at all with that GPU , something like CS:GO should fly at 100+ fps. If anything look for overheating.

I raised 100% power.OFC not using VSYNC. Yes i do experience stutter.Sometimes i have 300 fps then they drop to 80 for some miliseconds. Really bad

I think hes seeing it because of the low clocks on the cpu... very low res, high fps...

Vram isnt it... power limit likely isnt it (still needs to be at 100 or higher). Think its just choking at that res with that clockspeed.

Again look for overheating on the CPU , could be that.

I honestly think you are simply experiencing judder from having unlocked framerates. Going from 300 to 80 is jarring no matter what , it isn't really stutter just inconsistency.

Post that frametime graph to get a better understanding of what is happening along side the CPU usage graph.

His graphs showed temps.... 47C max in the short testing. Hes not close to being temp limit.

did you slchange drivers since then? Consider rolling back to older ones.

Or.. wipe your hdd and reinstall windows...the game, etc...
I did all from above steps!

did you disable speed step? does that bios allow forcing all cores to max turbo?

IF it turns out disabling all the power savings in the bios helps, save those to use for gaming and keep them turned on for browsing. rebooting from an ssd isn't as painful as a platter.

btw, welcome to TPU.

let me guess you googled csgo stuttering which lead you to some post blaming dpc latency which lead you to download latency mon which showed some very scary looking bargraphs
imastopyourighttheresir
dpc latency is not the source of your issue your cpu is

running cs.go at extreme frame-rates requires a hell of a system do to how unequivocally SHIT source engine is I can't even manage a smooth ~200FPS on my rig which is clocked a Ghz faster and has a better gpu
