No it didn't, or the BIOS would reflect that. You've most likely got a fake card.
You can prove the amount of VRAM that you have by getting the part numbers off the memory chips, looking up the specs and then counting the number of chips.

Get a GPU-Z screenshot, and remove the heatsink and get a close up picture of 1 ram chip with clear legible stenciling, then a zoomed out picture of the ram chips surrounding the gpu die and on the back of the card as well.Can somebody modify the memory size of the bios from 1G to 4G??
This will help us find the correct bios for that card.
Whats the deal @CharlesHT ?

Because the dodgy Ebay seller said so? I think you'll find they were wrong. And also that they don't care because they've profited from your mistake.
Try to not be so trusting of Shenyang Progressive Joy Technology Company (or whatever they call themselves) from China promising a graphics card 60% cheaper than average market value. Learn the obvious signs of a scam.
Oh, and also don't get into a van if the driver says he's got free candy.....

If you look up datasheets, that is obviously a 1GB card. It is either a 450 GTS or a gtx 550/550ti.
It is physically not a 4GB card in anywhich way. It is for sure a fake.
Well the GPU-Z screen matches.
If you need a 4GB card look up a R9 290, RX 480/580/470/570/560/460, Fury/X/Nano and buy it.
You can't get blood out of a turnip.
If you are trying to falsify that gpu to make it appear like a 1050/60, or 700/900 series card, that is a crime and can be considered bootlegging on the forums and result in a ban for illegal activity
Usually measured as 1 Gibibit or .125 GibiBytes * 8 is 1024 MebiBytes/1Gibibyte

@CharlesHT the gpu is working correctly as per specifications by nvidia and asus, leave it alone. It is a very old gpu.
I know it's an old graphics card, I'm just curious how to change the Bios data to the correct one, according to the web page, it's really 4G capacity....

Read your chips dude. T0C not T2C. Simple googling ends up showing the GTX550Ti uses the same chips, and is 1GB.
Also your math is horrid. Your card does not have 4TB of memory.

Why would you think that 4GB would be the correct bios if neither GTS450 or GTX550Ti is designed with 4GB?

"x32" means the chip has a 32-bit interface, not that the amount of memory is 128MB*32. That would ... just be a nonsensical way of listing a spec. Also, even if that was correct, why are you going from bytes to bits and then back to bytes? And even your (very wrong) calculations don't agree with you - that says you have 4 terabytes of VRAM, after all.
These are 128MB/1024Mb chips, of which you have eight on board, which means the GPU has 1GB/8Gb of VRAM.
