Can't Install Adrenaline software/drivers

I can't install graphics software/drivers. My PC keeps crashing in the middle of the driver install. Then I'll have to do a system restore to get my PC running again. So right now I'm running the windows 10 basic graphics driver.
System Specs:
CPU: Ryzen 7 3700X
Memory: GSkill 32GB
Mobo: ASRock B550M-HDV
M.2 Drive: ADATA NVMe 512 GB Swordfish

This all happened after I experienced a power fluctuation at home. Now my graphics card NAME appears as a "Basic Display Adapter" . So basicly the OS is NOT seeing my Graphics card as what it really is? has anyone come across this situation? I'm coming to the conclusion that my Graphics card is toast. BTW i'm using the PC with this issue to post this message. This is also an ALL NEW INSTALL hardware.

Basic display adapter means there is no driver for the card not a indication that it is dead
try older drivers
try a complete reinstall of windows
that gpuz picture seems to indicate a driver is working try that
gpu is probs not toasst may be faulty from factory

Tried re-installing OS several times already. Same results... when I try to install graphics drivers half way thru installation. Screen will go BLACK and system will reboot into diagnostics mode. From here I would need to do a system restore in order to get my PC running again with generic graphics drivers.

Try first to use DDU that will wipe all your previous AMD drivers even when you install "fresh" windows 10 it will recognize and install drivers for your GPU and that maybe causing this issue if that do not help then possibly you having some hardware problem/malfunction....GL
