How do you know that your CPU is not using both cores?Did you try to do certain benchmarks/test to compare your results against same CPU?

Unless you dinked with the defaults, your system will use all cores as they are needed - if supported by the program(s) you are running. Windows, the OS, supports multiple cores - when it needs to.
If you want to optimize use of your CPU, leave the default settings alone! Your OS, the motherboard, and the CPU itself know what they are doing.
