I guess I'm lucky with my MSI 1070 Gaming X, never noticed any coil whine....

It is definitely related to the TDP of the card - the higher, the more likely it'll whine. In addition, high FPS can also increase coil whine immensely. Other than that, board design matters quite a bit for all cards.

High fps did it in my case (gtx 1080), cs:go around 250 fps, dirt 3 benchmark minimum fps around 150, before project cars 1 starts (before you click to go to the start menu where you can chose which game,cars... you wanna play, drive in)

Can't remember i ever had a mb with coilwhine have had atleast 10+, have had seasonic bronze, evga, seasonic, corsair gold psu's and evga platinum psu's, can't remember i had one with coilwhine maby my seasaonic g 650 but 100% shure it had coilwhine.

cheap case fans grinding noise, high pitched, bearing noise........ atm i only use noctua and they work fine although at a certain rpm can be slightly noisy, deep rumble or something similar.

Well, my high end rig is inaudible, so yeah, not sure why you'd listen to unwanted noise if you dont have to. Its not 1990 anymore.

If you really wanted to test your card for coil whine there is some games that will make your card whine like F.E.A.R main menu. If it doesnt whine there it wont whine anywhere.

Figured, I'll throw my 5c into discussion:
1) Some people are more sensitive to high-pitch noises than the others. I'm one of those who can hear the buzz of a PSU in standby standing across the room.
2) Coil whine is caused by many factors, amongst which is the ripple on 12V rail of the PSU and the quality of chokes on VGA are the most prominent
3) You can partially reduce the whine by trying out different PSUs in your system and checking the result. Though, more expensive is not necessarily an indicator of "no coil whine".
For example my old cheap Zalman ZM-500LE had a nasty coil whine at standby, and caused my GPU to whine at high FPS. Then, my cheap but better EVGA 500B had zero whine.
And my new Seasonic 450W Gold has about as much whine as my old Zalman, but costs almost 4 times as much as my EVGA PSU.
4) On GPU the whine appears mostly in cards which use hollow chokes. There is a hardmod to fix it, but you can't do it at home and it's not applicable to enclosed SMD chokes like on your Strix.
Basically you have to either replace all chokes with filled type, or fill your old hollow chokes with epoxy, let it dry and solder back in place. Tedious process that will definitely leave all of your fingertips burned. Trust me.

My LEPA G650M also whined, and my EVGA G2 750w does not. Strangely the only time I hear whine coming from the rig is late at night after/during a long gaming session. Its a really, really hard thing to avoid entirely.
