Core Ultra 9 285k, Stuck at 300mhz lower than the promised 5.7ghz on two cores

Hi, For the last 3 months I have a problem with the speed of P-core. They reach ALL core 5.4ghz but 2 should reach at least 5.69ghz in single core operation,
Previously, they reached 5.7ghz without a problem, only after strestesting the new cooling stopped reaching it.

What I tried: Reinstall windows, update Intel PPM and Management Engine, update BIOS, replace CPU, replace ram, replace motherboard.

BIOS shows that it reaches 5.7ghz but windows is stuck at 5.4ghz. I am almost sure something is wrong with my windows or drivers.

I have no idea how to fix it

Nothing is wrong with the drivers... Maybe windows software. It's stated as "up to" boost / turbo for a reason. Only gurentee is the base clocks.

Factors like tempature, type of load, voltage and PL1/PL2 limits are a factor if the CPU will single core boost to the max or not.

Could be the motherboard software or another program (like it) limiting the max turbo. Or the BIOS either now has something Enabled or disabled like the factors I mentioned above.
 
Try changing CB24 priority higher than normal.

Previously Arctic LF III 420mm with base frame vs with offset frame and PTM.

Power supply was Super Flower Leadex XG 1300w, now NZXT C1200w

I am also inclined to think that it may be windows fault. I installed W10 and on the first boot I reached max turbo. But after installing every available driver, cores no longer reach it.

2 core turbo fully depends on what's on the background. If you have steam / icue and similar apps they put load on multiple cores so the CPU never reaches it's 2 core only turbo. Close all background stuff and try again with something like CPU Z
 
I've got a 285K on a MSI B860 MB, (yes weird combo originally had a 225 but wanted to test something out with a 285K) the MB doesn't support overlocking, however it does support memory overclocking and can raise the power limits.

With max power limits ect ect, I'm only seeing 5.4ghz on all the P Cores under 100% max load, not overly concerned about not seeing 5.7ghz as the performance is better than my 14900k with a lot less power.

The all core turbo is 5.4 ghz on the PCores so yeah, that checks out. The 285k is incredible - it's the only high end CPU that doesn't draw a gazilion power on simple tasks - my bro has it and I tested it and I was shocked by how efficient this thing is.
 
Try to "fully park" the CPU cores by setting the value to 100%.

If you can't see it the menu, type that in the cmd:
powercfg -attributes SUB_PROCESSOR CPMINCORES -ATTRIB_HIDE
