I need to purchase a new 16GB kit of RAM, the 3000mhz C15 kit is $10 more then the 2666mhz C16. Any real world benefit to spending the extra $10?

Yes this is the bang/buck performance choice of RAM these days. You can probably also find 3200C16 at a similar price.

I have that kit (3000mhz) and have it tweaked some, responds well without any voltage tweaking managed 1T and the 17's went down to 16 on the secondary timings, got them to C14 with a very mild voltage increase but I run at stock unless I am benching...… which is rare.

Well they will be up to 20% faster when you consider the increased speed and lower latency, anything further will be down to your OC skillz :D
