CPU Mod goes down upto 12.5

I have been using ThrottleStop for 3 years and never faced this problem. My cpu mod goes down to 12.5%. as a result, my CPU runs 200 mhz and my computer starts freezing and lagging. is this ThrottleStop related?

My computer configuration:

Dell XPS 15-9550
Intel(R) Core(TM) i7-6700HQ CPU @ 2.60GHz 2.60 GHz
16.0 GB (15.8 GB usable)
64-bit operating system, x64-based processor
OS: Microsoft Windows 11

is this ThrottleStop related?
This is a Dell throttling problem. Dell used this nasty trick on many of their laptops for years and got away with this. Most users had no idea why their Dell laptops were running like slugs.

Try checking the Clock Mod box on the main screen of ThrottleStop. Leave this set to 100.0%. The title bar should not say "Monitoring...". Push the Turn On button if you need to.

Run an updated log file after you do that. Dell laptops use multiple different throttling methods. This should help.

You cannot overclock your CPU. Set the turbo ratios back to the listed default values.

-180 mV offset might be too much. If the TS Bench 960M test reports any errors or your computer crashes randomly, increase the voltage.
