Greetings, I would like to share a problem that has been on my computer for a long time. When I move the mouse cursor, the CPU speed drops, and when I leave it fixed, it gets fixed. It happens on the external mouse and touchpad, but while the touchpad drops 500-plus speed, the external mouse drops by half, how can I solve this?

GTX 1650Ti
2x8 ddr4 3200MHz ram
Windows 11(it was on windows 10 too)
Corsair Katar Pro (I don't remember if there was a problem with the mouse when I first bought it but I did all the updates and deleted the icue software
I also feel mouse lag in games.)
