CPU still throttling even under high performance power plan... again...

So yeah... title says it all. I've even verified that the min and max processor state were both set to 100%, yet my CPU was still chugging along at 1600MHz. Wound up going into my BIOS to disable all power saving features. Google brings up all kinds of stuff about this, clearly there is an issue somewhere that needs to be addressed...

Cooling and temps are fine. Vcore is default, this is a locked chip and board. I just disabled all power saving features in bios in post 1, that's how I have it running at full blast now. Multi is on auto.

It does go over 1600 sometimes. I suspect for some reason my CPU miner doesn't generate enough load for the system to clock up. Sometimes it does sometimes it doesn't.

Alright... I turned the power saving stuff back on and noticed it was stuck at 1600 again. Previously I thought maybe the system thought cryptonight wasn't loading it enough sometimes... So I fired up occt, which loaded all cores to 100%, and it still sat at 1600. Seems like an intermittent issue with this setup. I might just disable all power saving features for good so it runs full speed even at idle all the time. It's not like clocking it down really saves that much anyways...

Create a new Administrator account on the PC and reboot the PC and log into the new account and retest, don't change any settings except Power Option to Max Performance and change nothing else and retest and please report back.

install intel xtu and disable short duration power plan there. if that don't help you can be sure it's not power limit related.

From what I have read, I don't see anywhere that you said you put 100% load on the CPU. Throttling occurs when the PC is under full or significant load and due to temperture of CPU or other factor(s) it slows down. Dropping down to a lower CPU speed when it's not needed is exactly what we want it to do 99.8% of instances. What happens when you do this:

1. Start up HWiNFO (sensors only) and set it to view CPU Speed, temps and voltages.
2. Run RoG Real Bench 8 minute benchmark
3. Is the CPU adjusting speed to load and hitting full speed when needed during the test ?

CPUs are designed to power down when not in use and , outside of very specific instances, I can' understand why you wouldn't want it to power down when not under any load. Its like sitting at a stoplight with your clutch disengaged and rev'ing it to 6500 rpm while waiting for the light to change. Another analogy would be removing the phtosensor from your outdoor security lighting and as a result the lights stayed on in full daylight. Outside a compelling reason for doing so, why go there ?

Fully disabling all power saving features involves more than changing the power plan. You said you went into BIOS and changed some settings but did ya get all of them ? At least you will have to disable speed-step, turbo and C-States ... consult your MoBo manual for more details.

My box as I'm typing is sitting at 800 Mhz, as soon as any load is applied, it gears up and hits the top multiplier under full load.

After enabling the administrator account and making sure the plan was set to high performance, it seems to work... but now it seems to be stuck in high performance mode (after disabling the administrator account) which is fine, better than stuck at 1600mhz...

Well, it worked for a short time, but then it was back to being stuck at 1600MHz. I disabled all the power saving shit in the BIOS again... I'd rather run it at full tilt all the time than have it stuck at half speed all the time.

@John Naylor I did stress the CPU to 100%. Mining should put enough load on it to crank it up, but I did mention in one of my previous posts that I loaded it with OCCT which pegged all cores at 100% and it still stuck at 1600MHz.

@cucker tarlson What about disabling everything in BIOS? If it throttles to 1600 again after doing that than for sure something is very wrong here...

Sounds to me like it is a some kind of configuration issue with in the OS. Maybe you could run a back up then reinstall the OS and see if it fixes the issue and if it doesn't you have the backup to restore to.
