CPU throttled at 0.8ghz after latest Windows update

After the latest update earlier this week, I noticed that my CPU was throttled to 0.38ghz. I had to go in the BIOS to disable the thermal monitor, which increased my clock to 0.8ghz. I've tried uninstalling the latest Windows update and that solved my issue but for a mere 12 hours and then it was back to the same thing again.

ThrottleStop doesn't allow my to disable BD PROCHOT, so what other options do I have? Getting a new mobo is the last resort as it's very hard to get one where I live and they're insanely overpriced

i5-12600K @ 3.70ghz
MSI Gaming Trio X RTX3080
B660 Aorus Master DDR4

What is clock when you load the system more seriously? I didn't think that is right to name throttling less gigahertz in system idle or sleep regime

It is permanently at 0.8ghz from start up and even at high loads. All my settings in control panel as well as BIOS has been set so that temps and idle/low load do not reduce the clock speed.

Do I feel a real slowdown in the performance of the computer compared to before. This was not mentioned at the beginning of the thread. Because it may really be an incorrect reading due to software or hardware reasons.

Yes there's a real slow down in performance. It takes me 5-10 seconds just to open up my web browser

Look, I know this might be a really stupid thing to mention as it probably isn't this but are you certain that Windows isn't making the "Power saver" power plan the default one on your rig for some reason? I'm only mentioning this because I saw the opposite on a previous Windows Update where it defaulted my machine's power plan to "High Performance" so the CPU wasn't ever throttling down to it's idle.
